How can someone tell if their Garage is suitable for conversion?
All garage are suitable for conversion, the only issue is if building is listed or in conservation are then you may need consent from local authority, also for the first 5 years after new build you need to get permission from developer before you start doing conversions

First -application for building control then agreed details of insulation etc
Second removal of the garage door replacing any other glazing etc, roof check potential repair
Third- plumbing and electrical installations
4th -insulation and boarding, plastering
5th flooring and second fix
6th decoration
7th certifcation
How can someone tell if their loft is suitable for conversion?
As long as there is enough head height all loft can be converted
some in reasonable price if got rafter construction
but if roof is made of trusses then costs will increase drastically due to the structural changes
