Every loft is different. There are minimum height requirements and planning permission may be needed for certain elements. Building control will also have to be involved.
Hiring an architect is advisable, as they will be able to draw up the plans.
Contacting a reputable builder to take an initial assessment would be the first step, but getting plans drawn up by an architect will help greatly.
