As far as I am concerned, there are a few dependable criteria to determine suitability. However, every garage or building conversions depends on client expectations and how much they are willing to deep their hands in their pockets.

Depending on how the garage is initially built and what it is desired to be converted to, say a en-suite or studio,
one need to begin with general plumbings for bath and kitchen areas and heating. Wall partitions if any is needed. Windows and doorways cut out and installation. (Or garage door opening converted to wall with entrance door). Electrical wiring of wall switches and plugs etc. Walls and ceiling insulations. Painting and decorating. Flooring and tiling. Kitchen installation. Wall switches and sockets installation. Heating; Gas/Electric installation.
