Anyone looking to convert their garage would need to determine the following:

Current structural stability
Soundproofing
Water tightness of roof
Ventilation
Floor

Generally the extent of the conversion is dependent on the budget and specification. However should a few of the criteria's above i.e structural stability, is not up to standard then, demolishing the existing and building a new garage might have to be considered.
