Established in 2017 by Tracy Hughes, TH Consulting is an independent town planning consultancy based in Glasgow, specialising in providing planning advice to developers and members of the public. We advise on a wide range of development projects across West of Scotland and beyond.

Planning Consultancy

Tracey was one of the first to reply and volunteered some very helpful advice. But as she was based outside of my area we agreed that I should find a local architect to help me, given the small scale of the project. This was very helpful to me and I am very happy with the outcome. Based on my interaction with her I would not hesitate to recommend her services to anyone in the Glasgow area. No day is the same. Not many people are aware of planning and how they can interact with the service. We work with architects and other sole practitioners as consultants. Genuinely adding value is the greatest love.

A friend had recently set up her own legal practice and had ultimate control over her workload and type. She encouraged me to view my learning and accreditations as strengths.

Both. Sometimes in planning, its best to see the site and get a feel for the land. But an initial meeting via the phone or zoom is ideal.

A site appraisal evaluates the planning merits of sites ahead of prospective purchase giving a steer on the likelihood of securing a planning consent by reviewing the development plan status of sites; considering potential design implications; advising on potential constraints.

We provide a tailored pre-application consultation service. We engage with the planning authority to keep them notified and work closely with a PR consultant to prepare the necessary material.

Putting together a planning application can be a time-consuming and complex process, leading to lengthy and costly delays if handled incorrectly. With our help, your planning application will instantly have professional, qualified, Chartered Town Planners working on your behalf, co-coordinating the submission of the whole application, including the input of other professionals such as architects and other necessary consultants, or your existing architect and team, to provide the necessary planning expertise.



We strongly recommend using our services from the outset of a project; submitting a well prepared and strongly evidenced case, which considers the policies against which the proposal will be judged, will significantly reduce the risk of a planning appeal being required.

We will give you a realistic indication of the likelihood of an appeal or review being successful. We can advise on what type of appeal to submit to match the simplicity or complexity of your case. We will use our sound knowledge of the planning system, to maximise your chance of success.​

The planning process is difficult to navigate and when it comes to objecting potential planning applications it can be personal. We understand that and will work with you to make sure the objection is succinct whilst making valid points based on planning policy.

Planning enforcement is a complex and sometimes confusing area of planning if you have been threatened with enforcement action it is essential that you do not ignore it. Enforcement action is discretionary and early intervention and negotiation can resolve a situation quickly and efficiently. We can advise you on the best strategy should you be faced with an enforcement/planning breach situation.



A planning breach in itself is not illegal, however failure to act on an enforcement notice can be a criminal offence.

Planning is a plan led system and some sites do need to go through the local plan process to establish a land allocation status before a planning application should be progressed. We can help landowners, individuals, groups and companies to promote sites through the Local Plan preparation process in order to optimise the chances of your land being allocated for development.
