If you have enough head hight min 2.1m then you should be able to convert your loft

To convert your loft without a dormer, you will need to add new timber joists for the flooring as the old ones normally are to stop the roof from spreading and not for usage by people or furniture, steel beams might be required to break the span of the joists and roof supports might be removed and replaced with steel

The combined structural report and calculations will satisfy the council and building control requirements, and will be a map for the builder when commencing the works.
