As of Jan. 1, 2017, the City of Los Angeles has streamlined the process of converting an existing garage to a habitable space. Most garages can now be converted as long as the meet a few simple requirements per A.B.2299/S.B.1069. First, the lot needs to be zoned for single family or multi family use.
Second, the garage needs to be located in the rear yard and can either be attached to the existing dwelling or located within the living area of the existing dwelling or detached from the existing dwelling and located on the same lot as the existing dwelling. Furthermore, no setback requirements are necessary when converting an exiting garage.
Third, the converted unit cannot exceed 1,200 sqft. or 50% of the main dwelling square footage.
There are other factors to consider, but if you meet these requirements, there is a good chance that you can turn your idea into reality.

Similar to the process of designing a new home or remodel, only at a smaller scale. Typically there are 5-6 Phases to the process.
1. Pre-design phase: Services that lead up to the design of the project, like, determining scope of work, budget, schedule development, and code analysis. (Surveys and soils reports are not typically necessary for conversions unless it is on a hillside lot).
2. Schematic design phase: This includes measuring and drawing existing conditions to use as backgrounds for sketching rough ideas and developing plan options for review and feedback. A series of schematic drawings, both in 3D and 2D formats, are developed to describe the project through plan, elevation, sectional, and perspectival studies.
3. Design development and Construction Drawings phase: For smaller projects we typically combine these phases into one phase. At this stage we finalize the design and engage systems consultants, if needed, while simultaneously producing documents for submitting to the city for plan check and permitting.
4. Construction Procurement phase: Typically, the contract documents are shared with multiple building contractors to bid on the project. The owner can then select the building contractor based on their bids.
5. Construction Administration: The designer acts as the line of communication between the owner and contractor, as the Owner's agent. Making site visits and reviewing shop drawings and provide supplemental drawings for clarifying design intent.

The main factor to consider would be the available head height and the potential relocation of building systems.

Similar process as mentioned above. Any change to your building will require a building permit and the process entailed varies depending on the type of development or remodel.

Designing interiors is a very personalized process, but a general sequence of events is common:

1. Understanding your goals: It begins with listening and asking questions, to gain insight into the tendencies and desires of the users while learning the body and shape of the space and the functions it is to perform creates the background for the creative process.
2. Search for the spirit of the space: This includes the presentation of concept sketches and renderings describing the atmosphere with initial ideas for material and furniture concepts. This may entail multiple meetings and concepts to establish a spirit that resonates with the user.
3. Procurement and contract drawings: Placement of furniture orders and commissioning the production of furnishings and custom millwork , if applicable to your project. If a contractor is required, we will prepare necessary documents for bid with multiple contractors. The owner can then select the contractor based on their bids.
4. Finalizing: This includes install, coordination, and overview of the project as it nears completion.
