Check with the local authority Planning Dept first.
Your Title Deeds or Planning Permission for your house may preclude you from converting the garage.
Otherwise, - best to have a direct link from the garage to your hallway. Check if the garage wall is common with the hallway.
If not, then you will need to access your garage thro the adjacent room or steal some of that room to extend your hallway.
Check floor levels to see if they can be easily reconciled. And check headroom clearance in the garage.

Planning / Building Warrant / tender / construction / local authority Completion Certificate

Check if trussed or rafters. Check where an access stair might be located - no point in creating one new attic bedroom if you are to lose one bedroom on the lower floor to fit a stair in. Going to 3 floors results in the need for upgrading to fire doors where they are off the stairway/ hall/ landings.
