BOTTOM LINE UP FRONT: Criterium-Hardy Engineers’ delivered a first-rate comprehensive reserve study of Lake Sherwood Estates Association (LSEA), Lake Sherwood, MO, that met or exceeded my expectations. Peter G. Gavornik, CPA, LSEA’s 2019 Reserve Study Project LeadBACKGROUND: Established in 1967, LSEA is a ~1,200-member gated-community home-and lot-owners’ association that maintains 6 lakes for fishing, boating, and water skiing; 26 miles of private roads and association utilities including a sewage treatment plant, sewer and water distribution systems; multi-purpose community center complex with cooking facilities, 100-person meeting room, full service snack bar, and white sand beach with swimmers rest rooms and showers; multi-function administration building, a USPS mail center for residents, a large full-service maintenance facility; and multiple common ground amenities including a 23-site utility-pedestals-equipped camp ground with comfort station, marina with 100 rental docks, 7 waterfront parks, 3 children’s playgrounds, numerous public docking facilities, plus lighted volleyball, baseball, and baseball diamond facilities. LSEA maintains a well-structured financial process that includes annual CPA-audited financial statements and a capital asset reserve program that utilizes a hybrid funding strategy with both fixed straight-line and flexible cash-flow components. CRITERIUM-HARDY ENGINEERS’ RESERVE STUDY: LSEA’s Reserve Study RFP (Request for Proposal) netted four proposal bids. Proposal analysis and oral Q&A (questions and answers) determined Criterium-Hardy was both the highest qualified and the most cost-effective to address LSEA’s extensive infrastructure reserves requirements. Criterium-Hardy’s reserve study team conducted in-depth onsite inspections coupled with thorough analysis of the technical documents LSEA provided. They kept us fully informed during every step of study. They responded promptly to our multiple requests for study modifications as their analysis and our understanding progressed. Notably, Criterium-Hardy adapted their industry standard study methodology to integrate LSEA’s complex fixed straight-line and flexible cash-flow reserves funding model into the Reserve Study’s financial analysis. They present multiple 20-year funding options linked to percent-funded metrics, which allowed LSEA to assess the benefits versus risks of each option. Criterium-Hardy also crafted a one-off what-if community center analysis that assessed financial replace-versus-keep trade-offs, which will play a key factor in the LSEA Board’s pending decision to extend the existing or build a new community center. Without doubt, Criterium-Hardy Engineer’s 2019 LSEA Reserve Study provides a powerful financial-political tool that: (1) financially, clearly articulates in words, tables, spreadsheets, and graphics the LSEA capital infrastructure’s physical condition and corresponding reserves’ financial health; and (2) politically, serves as a power authoritative document to help compel future Boards to provide adequate capital reserves funding and for members to understand the imperative to do so. I had some damage to the foundation and framing issues at our new home we purchased. Kyle came out twice to inspect and advise- very quick to come out and very detailed in their report and recommendations. After the job was finished he came back out to look at the work done, even though that wasn’t in the scope of his agreement. Highly recommend. More...

Call Criterium-Hardy Engineers for a professional inspection! Kyle was very knowledgeable and clear in his assessment of my new home. He and I walked the entire home and he explained everything he was doing so that I could be as informed as possible. He got me the inspection report in a timely manner and the report itself is very well written. The report is broken down into categories that help identify trouble areas as well as areas that are good to go. Would highly recommend Kyle for your inspections! More...
