Services

The Uniform Patrol Division/Special Police is an operational component of the C.I.E.R. Security & Protection Agency and is the largest division of our Agency. Its main function is to provide Reduced Criminal Activities in assigned patrol area and related duties to the Clients. C.I.E.R. Special Police Officers are sworn police officers with limited jurisdiction. They have full legal police powers; explicitly including arrest authority, the ability to carry a weapon, and use emergency vehicles. However, their jurisdiction is specifically limited to public property that they have been hired to protect.



The functional responsibilities of the Uniform Patrol Division include, but are not limited to:

Providing direct and general patrol services to the Clients 24 hours per day, seven days per week. These services include:

Protection of life and property; enforcement of all Rules and Regulation Provided by the Client; (Special Police) enforcement of all laws and ordinances; preservation of the peace and public order; identification of criminal offenders and criminal activity; (Special Police) apprehension of offenders; and general traffic services. This service is both armed and unarmed officers.

The Uniform Patrol Division Commander is responsible for the overall operation of the Uniform Patrol Division under the direction of the Deputy Chief. The Commander has divisional authority in matters of operation, policy and discipline and will exercise such lawful directives as are necessary to assure the effective performance of the division.

The Uniform Patrol Division is divided into Three (3) Patrol Shifts and is manned with enough patrol officers. A Shift Commander holding the rank of Lieutenant heads each shift. Shift Commanders are responsible for assuring that adequate supervision and uniform personnel are always on duty during their respective shifts. Each shift also has Patrol Supervisors holding the rank of Sergeant. The Shift Supervisor is responsible for supervision and guidance of shift personnel in the field in their assigned location.

The Plain Clothes Division consists of officers dressed in civilian clothes while on duty. This unit is most utilized when a more discreet Security presence is desired. This service is available both Armed and Unarmed

Our EP Division is responsible for security and risk mitigation measures taken to ensure the safety of VIPs or other individuals who may be exposed to elevated personal risk.

A K9 officer is a Special Unit in our Patrol Division who handles and uses the skills of police Canine to assist in the execution of certain duties, including drug detection, cadaver location, pursuit and apprehension of suspects and explosive identification. A K9 officer performs the typical job duties of a Uniformed officer, with a trained canine to assist them in tasks requiring a more animalistic sense of location and speed.
These duties typically include:
• Responding to Clients Properties
• Patrolling assigned areas of jurisdiction aided by a police canine
• Securing crime scenes with Local PD to avoid contamination of potential evidence
• Locating and collecting evidence
• Writing reports
• Testifying in court as needed
• Training and handling their K9
The Canine training also includes a range of special duties, such as:
• Pursuing and apprehending fleeing suspects
• Detecting drugs, explosives, chemicals and other substances
• Assisting in the location of missing people
• Tracking fugitives
• Locating cadavers and other biological evidence
• Inspecting vehicles for evidence
• Intercepting would-be attacks on an officer by criminals
C.I.E.R. K9 officers are often required to remain on-call 24-hours-a-day, ready to travel on little to no notice. They must always maintain control of their canine to avoid potential liabilities.

State Certified Private Detectives who are thoroughly trained and assigned to carry out investigations and process service on behalf of private clients. Their scope of duties are comprise of but are not limited to work for attorneys, companies, government and individuals and find missing people, perform background checks and conduct surveillance

LP officers work in retail environments to prevent shoplifter theft as well as internal theft. Officers maintain a presence in the public retail space, greeting and monitoring occupants.
