After my second try, I'm bumping up to that coveted 5-Star.  It can't get much better, and I've been exposed to Persian culture for many years.  Expanding the menu would be welcomed (sour cherry saffron rice anyone), but I get that might not be doable in a cart.  Caspian serves food where I relished every bite.---------Finally, REAL Persian food.  Apparently, Caspian is the only game in town.  Like others, I'm a fan of both Nicholas' and Ya Hala, but they are pan-Mediterranean/Middle Eastern, not Persian.The hallmark of Persian food is the rice and it's very good here.  If you're thinking rice is rice: nope.  It's quite a process to make and almost always includes expensive saffron and yogurt-based dip on the side.  What would take it up a huge notch (but is very labor intensive) is adding bread or potatoes during the cooking process.  I don't expect that to happen for efficiency reasons.The Koobideh (lamb & beef) was succulent, very tender and juicy.  It wasn't served kabob style, but I prefer it that way.  And the familiar grilled tomato was present.Most carts have passed the $10 barrier for entrees so the portion is fair here.Owner is very nice.  I hope he adds specials like th pomegranate chicken or Tahdig. When we visited Portland we were surprised to find the highest rated Persian restaurant was a food stand, but this place was amazing! The koobide and jooje (chicken) were so delicious, and the rice! Restaurants sometimes don't put a lot of effort into their rice but this was just delicious delicious polo! Our food came with a side of Shirazi salad and herbed yogurt, which were also really good. There was garlic in the yogurt which I'm not too keen on but I guess a lot of people like. The proprietor was really friendly and cool, I saw him chatting up a few of his regulars (most of them not Iranian, actually) while I was there. You could tell the place was loved.Beside the food, the area was also really pleasant with great aesthetics. There was a little courtyard between all the different food trucks with really nice wooden benches and umbrellas for shade. I wish we had places like that in Santa Barbara. Overall a really great experience, if I lived in this city this would be my go-to spot :) More...

5 stars. The best Iranian food I've had in Portland, maybe even anywhere in the US. The kebabs are amazing  - one taste and you will realize why persian food destroys Arab or other middle eastern cuisine (no offense to them) ONE CATCH: this place closes completely randomly. I've come at least 8 times when it was "open" but actually it was closed so call first before you drive there. If you get no answer, it's closed for catering or something, even though google maps says it's open. Very hit or miss schedule...But wow if you do manage to make it when it's open, consider yourself lucky - ITS SOOOOO GOOD. On another level. More...

The gentlemen who owns this cart is so kind!!Previously in the food carts on 10th next to target downtown this place constantly sold out of kabobs! He moved his car to Mississippi area next to Prost and I would travel to eat there still even though I work downtown. More...

Omg my family and I stopped at this food cart because we wanted to try something different and delicious. This food right here is legit. My son and I had the kubideh kabob on pita and my husband had  the chicken kabob on pita. The owner is very friendly and even made sure to ask if we wanted him to put the pepper on the side so our kid wouldn't burn his mouth. That was very thoughtful. Tucked in mid downtown is this food truck with some simple but powerfully loaded kabobs at its best. Kubideh was absolute yum and highly recommended. It just melt in mouth and amazing well cooked. Chicken kebab was just okay and nothing special.  Possibly one of the best beef/lamb kebabs in Portland. Highly recommend.PS:- there are lot food truck just beside caspian. Absolutely delicious. Hands down my new favorite kabob place in Portland. The meat is tender and juicy, the rice is perfectly spiced, and the sauces take it to the next level. Already can't wait to go back.

Crazy delicious, perfectly-developed and balanced flavors and textures, and consistent! I love the Kubideh and chicken skewers over rice or salad.

Kubideh is so succulent and juicy, I love how it rounds out the light/fresh-tasting yogurt sauce with its wonderful Iranian umami! The chicken skewers are also succulent, and the grill adds a really nice texture to the outside in addition to bringing more flavor to this usually-bland (not when Victor makes it, though) meat.

Let's talk about the sauces for a moment. The yogurt sauce is the perfect contrast to savory meats; I could probably drink it by the gallon in addition to that tasty flavored yogurt drink (forget what it's called). The "hot sauce" has just enough heat to be tasty but not so much it's all you'll taste the rest of the day; it really goes well with meat, yogurt, and salad or rice.

And then we have the portions and prices, which are generous and affordable, respectively. If I feel less hungry, it's two—more hungry, it's one big one, and for under $10 before tip! Speaking of the tip...

I tip well. I can go to any food cart in town and get food, but I go to this one (almost exclusively, like 99 times out of 100) because the owner is so friendly and makes such lip-smacking dishes that I think about at 2 am on the weekend and I'm counting the hours until I can go get his food again on Monday at 11:00 AM.

First time there was few day ago and I went today before we leave Portland! Everything was good specially the rice! I’m eating my whole life with rice and I know what is good rice and bad one!
