Council Approvals - Apply for Building Consent (always needed) and Resource Consent (if rules are exceeded).
Construction - Remove garage elements, add insulation, install windows/doors, electrical, plumbing, heating, and new linings.
Inspections - Council inspects key stages—pre-line, drainage, final check—before sign-off.
Code Compliance Certificate (CCC) - Apply to confirm legal, code-compliant conversion.
Interior Fit-out - Complete painting, flooring, fixtures, and landscaping.
