It depends on the project and on what you are converting to/from and the extent of the conversion. If an additional floor is added on top, or if additional openings are made for windows etc, the city will ask for structural drawings stamped by an engineer. If the garage is converted to a room which has no windows, they will be required by law for safety concerns. Also, depending on the way the building was registered with the municipality, the conversion may require a change in designation. All these things which may greatly impact your project will be discussed with the architect/technologist.

Step 1. Telephone meeting with the architect/technologist to lay out the extent of the work to be done, and then sign a design contract
Step 2. Work with the architect, reviewing the preliminary sketches. At this point, if any structural, (for non-residential projects: mechanical, electrical, civil) components are modified, the architect will reach out to the relevant engineering team, then sign an engineering design contract.
Step 3. The architecture and engineering team will work in tandem to solve any technical issue they may come across.
Step 4. Issue permit drawings for the building permit acquisition.
Step 5. Coordination with the municipality requirements if needed, if not, issue drawings for construction (note 1).
Step 6. Bid acquisition from the building team. Then sign a building contract.
Step 7. Enjoy seeing your project come to life.

note 1: these are legal documents which are required by law and any modifications recommended by your contractor must be reviewed by the professionals. Any misuse of the documents are at your own risks of breaking the law.
