There are a couple of things to consider, namely;

Depending on the area, a garage conversion may require walls to be made into cavity walls (typically coastal areas require cavity wall construction to limit damp and mould form collecting inside buildings). If your garage's external walls are constructed in the same way as your house, it is safe for conversion.

If your garage has a ceiling, check if there is insulation inside the roof cavity. If not, you will need to add insulation to make it occupier. If there is no ceiling you will still need some form of insulation.

If the garage has windows that combined, are as big as 10% of the floor area, it can be converted as is. If not, you will need to add windows o comply with minimum requirements for lighting and ventilation.

If there is a second garage leading off of the space you wish to convert, there needs to be a firewall between the other garage and the converted garage. The door between these spaces must also be a fire door.
