I am Google certified and have been managing campaigns for 5 years for a range of customers with small to large budgets.
Pricing for new account setup usually starts at €350 for up to two campaigns which also includes Google tag conversion setup for better e-com tracking, €250 per month thereafter on budgets(paid to Google directly) under €1000.
For larger budgets, customised pricing would be negotiated to suit.
