A renowned homeland security expert, Pamela B. Berkowsky holds a Master’s degree in International Affairs and National Security Issues from the Fletcher School of Law and Diplomacy. She has applied her extensive knowledge of weapons of mass destruction and bioterrorism in senior-level government positions. While serving as Chief of Staff to Governor John de Jongh Jr. of the U.S. Virgin Islands, her responsibilities included oversight of the Virgin Islands National Guard and the overhaul of the Virgin Islands Territorial Emergency Management Agency. She also taught an annual seminar on bioterrorism at the University of the Virgin Islands' Summer Institute for Global Leaders. During her earlier service as Assistant to the U.S. Secretary of Defense for Civil Support, Pamela B. Berkowsky helped manage U.S. Department of Defense domestic preparedness programs and testified before Congress on homeland security measures.

During her long career, Pamela B. Berkowsky has been instrumental in shaping government policy on other issues as well. As Chief of Staff to the Virgin Islands governor, she managed relations with the federal government and helped initiate effective healthcare and public safety programs for the U.S. territory. She also played a key role in policy matters in the Governor’s cabinet and Government House operations. At the Pentagon, Ms. Berkowsky advised U.S. Secretary of Defense William S. Cohen on numersous important policy matters during her tenure as his Assistant Chief of Staff.

Pamela Berkowsky has earned numerous accolades for her public service, including the Department of Defense Medal for Distinguished Public Service, the Bronze Palm, the Department of the Navy Distinguished Public Service Award, its Superior Civilian Service Award, and its Distinguished Civilian Service Award.

An active member of her community, Pamela B. Berkowsky serves on the Board of Trustees at The Antilles School and as a member of the board of the Foundation for the Reich
