Work History



Provide advanced guidance and oversight related to payment rate development for Long Term Services and Supports programs. Programs include institutional, community-based and waiver programs primarily operated by the Department of Aging and Disability Services. Interfaces and communicates effectively with diverse groups, including other agency staff, clients, healthcare providers, associations, legislative staff, and client advocacy groups. Conducts public hearings; leads meetings and workgroups; and makes presentations. Identifies needed areas of change and oversees the development of alternative strategies, options, and recommendations.


Texas Department of State Health Services

Led the ongoing transformation and improvements of contract functions. Provided overall vision, leadership and strategic direction for the agency's contracting operations. Planned, directed, administered and coordinated the agency's monitoring of over 2,500 subrecipient contracts providing services throughout Texas and ensured compliance with OMB A-133. In 2009, led the agency off single audit findings that the agency had over a decade. Responsible for significant improvement in the agency's contacting processes and procedures. Was recognized for collaborative work, facilitation of workgroups and building consensus.



Served as lead over several innovative hunger relief programs affecting low-income families and communities in Texas: a produce recovery program salvaging fruits and vegetables, a meat donation program, a state food benefits assistance program, and numerous other hunger relief and association activities. Responsible for product donations increasing 150-300%; financial donations doubling. Responsible for program budgets and monitoring expenditures. Maintained statistical information and analyzed trends pertinent to programs, planning, and strategic goals. Prepared, monitored, and audited contracted service agencies. Conducted and evaluated training sessions about providing services to clients. Met with clients and evaluated contractors. Represented the agency in public speaking engagements, television and radio shows, meetings, workgroups, interagency planning sessions, conferences, workshops and other forums.


Texas Department of Aging and Disability Services

Responsible for managing the contracting department with 2,700 community service contracts throughout Texas (i.e., home health agencies, adult day care facilities, emergency response services, home delivered meals, adult foster care homes, and others). Enrolled contracts, monitored programs, measured performance and evaluated performance-based outcomes, developed risk assessments, established procedures for complaint investigations, determined and implemented sanctions, and performed quality assurance. Coordinated with a wide array of people and agencies. Evaluated state needs, determined impact, and set priorities. Monitored new initiatives and client impact.


Texas Department of Human Services

Responsible for developing long term care Medicaid reimbursements (for nursing facilities and Intermediate Care facilities. Developed reimbursements and rules. Meet with clients, providers, advocates, and the public to ensure rules met the service provision needs.


Federal research project

Responsible for developing, implementing, and evaluating new quality assurance programs for nursing homes. Responsibilities included: evaluating the effectiveness of the payment system and enhanced quality assurance measures; preparing and presenting written and oral reports to a variety of audiences including representatives of other government agencies, nursing home industry staff, and the general public; preparation of federal grant applications.


The University of Texas at Austin

Primary areas of instruction were health care and social service policy with an emphasis on elderly and long term care. Ranked in the top 10% of professors by students at the University of Texas at Austin. Keynote speaker at state and national conferences.


University of Wisconsin - Madison

Completed Ph.D. that examined quality care for elderly people residing in nursing homes.
Completed M.S. that involved working to place in community settings people who had been chronically hospitalized 1978-1982
due to mental illness; provided crises intervention and services to crime victims.
