No. 96% to 98% of all the windows we work on the seal are perfectly fine. The reason your windows fog up is because the desiccant pellets or materiel in the spacer bars have become saturated with moisture and the desiccant pellets or materiel cannot absorb any more.

Desiccant pellets or materiel have the ability to absorb moisture. Their purpose is to draw and trap the daily condensation that occurs between the panes. The reason is to keep the air between the panes dry.

Why are semi-permeable seals used in the assembly of thermal glass units?

If hermetic seals were used, which are completely air-tight, the glass could blow out when the sun beats on the window on a hot summer day and heats the air or gas between the panes. When heated up, gas and air expand thus greatly increasing the pressure between the panes.
Semi-permeable seals allow air and gas under high pressure to escape through the seals without damaging the seals, thus releasing the pressure between the panes preventing the glass from blowing out.
