My key skills are designing, and managing projects to do with English language teacher training, with language testing and assessment and with the provision teaching / testing systems for Military English and Police English. I have a lot of experience of working in the third world in low-technology environments both as a full time project manager and as a consultant. I like working a s a member of a team to reform / enhance English language teaching / learning / testing systems.

I have managed many projects, mostly for the British Council - these projects have been in English language teaching, mostly in teacher training and in English for the Military and for the Police, in countries all over the world.

Work History

ELT consultant


From July 2011

Consultancies have included contracts training military English language testers for the Ethiopian MoD at the British Council Addis Ababa, training English teachers for the Al Farabi National Kazakh University Almaty Kazakhstan, training military English teachers for the British Council in Uzbekistan and training high school English teachers in Kulsary Kazakhstan for the British Council and Tengiz Chevroil (Apr and May 2012). I recently conducted a 2 year consultancy for the British Embassy in Kazakhstan which involved re-establishing and running a Peacekeeping English project in the Ministries of Defence of Kazakhstan, Kyrgyzstan and Tajikistan. In August 2014 I relocated with my family from Bishkek Kyrgyzstan to Brighton UK and I am at present running English language courses for military officers at UK Defence Academy Shrivenham until end November 2014.

Manager Afghan National Security Forces Language Capability Project

The project aimed to provide officers of the Afghan National Army and Police with the specialist Military and Police English they will need to take advantage of training opportunities in anglophone countries and to operate effectively with multinational partners to improve the security environment in Afghanistan

The project was designed to provide trainee electricians, machinists and welders in vocational high schools with the specialist English language they would need to work in the Kazakh oil and gas industry

Manager Peacekeeping English Project (PEP)

August 2008 - July 2009

The project was designed to run for 4 years but was terminated after only 11 months due to lack of funds in the UK. I conducted a baseline study, gaining consensus on implementation with all stakeholders. I established the basis of future project sustainability in the Colombian Ministry of Defence (MoD) by the training of key personnel and by the establishment of 5 embryonic Peacekeeping English training centres in MoD training institutions in Bogota, Cali and Cartagena

Consultant for Ministry of Interior Havana Cuba

I was seconded from my post as Project Manager in Mozambique to design and run a English for Policing seminar for English instructors working for the Cuban police at the Ministry of the Interior in Havana Cuba and I also set up a self-access centre at the Police Academy in Havana Cuba.
This consultancy was initiated as part of an anti-narcotics project run by the British Embassy in Cuba - the Cuban police needed higher English language proficiency to collaborate effectively with the US Drug Enforcement Agency (DEA)

Achievements included setting up 2 high tech multi-media Peacekeeping English Training Centres in very low-tech military environments and in securing financial assistance form the Netherlands MoD.
During my time as PECSP manager in Mozambique I designed and ran a training consultancy for the British Embassy Cuba and the Ministry of the Interior in Cuba. The aim of the consultancy was to run an English language needs analysis for the Cuban police and to design and run a training program for English language instructors for them to meet those identified needs. The consultancy was conducted to the satisfaction of UK and Cuban stakeholders.


Peacekeeping English Project, British Council Almaty Kazakhstan

Up to June 2006

I designed the project from inception. The project aimed for systemic reform of the Kazakh and Kyrgyz MoDs' English language teaching, learning and testing systems so they conformed with international military standards (NATO STANAG 6001).
The project had four strands: curriculum development, professional development of MoD teachers, testing reform and the provision of a network of Military English language self-access centres
I co-ordinated closely with liaison officers from both MoDs, the UK MoD's Defence Attache to Kazakhstan, my line-manager from BC Almaty, the Peacekeeping English project managers from the Central Asia / South Caucasus region and with the US Embassy Security Assistance Office (SAO) director.
During my time as PEP Manager in Kazakhstan I ran a scoping study in Tashkent Uzbekistan which led to the establishment of a Peacekeeping English Project there.
I also remotely managed a small Peacekeeping English Project in Dushanbe Tajikistan


Peacekeeping English Project, Ministry of Defence Kishinev, Republic of Moldova

I set up and ran a Peacekeeping English project in the ex-USSR state of Moldova but without the support of a BC office. I ran the project from within the Moldovan MoD with UK MoD support from Moscow.

Out of BC Bucuresti, Working closely with the Romanian Ministry of Education I set up and managed a nation-wide schools in-service English language teacher training project to cover all of Romania. I recruited and trained almost 50 Romanian teacher trainers to run in-service courses in each of Romania's nearly 50 judets (counties) each trainer working closely with the local foreign languages school inspector

Testing Project, British Council Guangzhou, China

Based at Guangzhou University of Foreign Languages, I worked with a team of Chinese English language testers to develop, trial and administer 3 national English examinations: a school-leaving examination, a filter exam for TOEFL and a university leaving examination.
This project involved working with 2 other test development teams from Shanghai and Beijing.
