I was in charge for whole of Southern Division on policy matters and was responsible to approve permits, visas and to deal with appeals and attend to Judicial Review cases.
I retired from the Fiji Government Service in July 2007 after being employed for over forty (40) years and have been granted with the long Service Medal.
After retirement, I registered my own general consultancy service know as SAIF CONSULTANCY (FIJI), arranged visas, permits and citizenship for the foreigners who intend to reside/ work and obtain Fiji Citizenship after the qualifying period. I was transferred to the Lands Department to be in charge of the Personnel, Administration and Land Sales Division. I was responsible for all the personnel and administration matters and also to administer the Land Sales Act. In May 1992, I was promoted as Principal Administrative Officer and responsible to administer the personal matters for over 300 staff of the Ministry of Lands and Mineral Resources.
The Foreigners who intend to purchase or lease lands in Fiji have to obtain the consent from the Minister for Lands and Mineral Resources. I processed their applications and prepare submissions for consideration by the Minister for such lands up to 2.5 hectares. All those lands above 2.5 hectares have to be referred to Cabinet. I had to carry out the necessary research for the land being sold to check that the Original Buyers had paid the necessary compensation to the Native Land Owners and prepare the Cabinet Papers for consideration.

Detected number of illegal immigrants travelling on false passports and visas and arranged for their detentions, prosecutions and deportation. During the operation of Tamil Tigers in Sri Lanka there were influx of Sri Lankans travelling to Fiji on false Indian Passports. Their Agent from Canada used to bring false Canada visas and stick them to their passports and take them to Vancouver, Canada to seek political asylum.
I detected the racket and had the Agent prosecuted and deported to Canada and all of them travelling on false Indian passports sort political asylum for Canada. An Officer from Canadian Consulate, Sydney came to Fiji to process their applications and eventually granted them refugee visas.
