12. Detailed Tasks and/or Expected out.
The procurement and financial management consultant will play a key role under the general administration of the JFPR project. From a general point of view, he will help with and provide guidance in establishing procurement procedures and ensuring that these procedures comply with the Afghan government's and ADB's procurement guidelines.
Detailed Tasks and/or Expected Output:
More specifically speaking, the procurement and financial management consultant will be responsible for:

• Establishing policies and procedures for procurement and establishing the procurement process to comply with ADB procedures and guidelines;

11. Detailed Task Assigned:
Detailed Tasks and/or Expected Output
In particular, the advisor will:

(i) identify common procurement problems and develop practical solutions;
(ii) develop practical approach to improve quality and reduce delays in procurement;
(iii) provide hands-on support and help to participating executing agencies and implementing agencies in their procurement actions to facilitate efficient and transparent procurement;
(iv) provide support in reviewing various procurement documents during the bidding process, preparation of bidding documents (in accordance with ADB Guidelines), and bid evaluation, leading to the timely
awarding of contracts;
(v) conduct procurement and project management clinics and on-the-job training in response to demand; and

Scope of Work
The staff consultant will support activities related to procurement. He/She will work closely with ADB
