Summary:

My project management skill can be divided into two aspects being military and private sector.

Military: During my service in the SA Navy I managed various projects in the munitions industrial sector where I was either the appointed project manager/officer or the technical adviser to the project. These projects included the following:

Private Sector: I was appointed the project manager for EMSA in Somalia by Mechem to manage the training of IED operators, the EMSA facility and the gathering of information vital to the program.

• Monitor the overall performance, timeframe, milestones and quality of the project and provide clear direction in addressing any delays or deviations from the project plan.
• Provide direction and support to international and national personnel, including Technical Advisor, and AFL personnel being trained and monitored to complete EOD tasks.
• Ensure that all EOD personnel are aware of their responsibilities and are undertaking tasks and activities safely and competently.
• Provide cover for other internationals and team leaders where required.
• Ensure that the safety of staff, EOD Teams, visitors and communities is the first priority.
• Ensure that the project team’s activities are conducted in accordance with the AOAV Security Management Plan for Liberia – both in work and out of work hours.
• Contribute to the development and review of Standard Operating Procedures for conducting EOD in Liberia, as requested by the Project Manager.

• In coordination with the Technical Advisor, provide training in EOD to Armed Forces of Liberia (AFL)

Technical Munitions Officer/Project Manager

IEDD Commander (2006 – 2009)
I reestablished the naval IEDD capability to work in conjunction with the SA Police Services as required and managed and deployed with the team when tasked.
Production Manager - Naval Armament Depot (2007 – 2009)
This posting facilitated the management of 4 factories, the staff of 248 and operations relating to the facilities. This included financial management, personnel management, risk management, occupational health and safety, operational management and quality management.
Included in this function was the planning and execution of all naval ordnance bulk disposal activities as well as naval battle area clearance operations
Weapon Systems Engineer - SITRON (2004 – 2007)
This appointment managed the procurement and development of all munitions acquired for the naval frigate program (SITRON). It further included the acceptance and integration of these weapon systems with the respective platforms.
Systems Manager Naval Ordnance Technical (2003 - 2004)
This appointment managed the development and procurement of all munitions acquired by the South African Navy. This function included providing technical advice and standards relating to the function and use of the ordnance and weapon systems so as to conform to the qualification and acceptance criteria required by the South African Navy.
Staff Officer Munitions Projects - Inspector Naval Ordnance (2000 – 2003)
This appointment encompassed the technical advisory officer relating to all munitions development and procurement projects as well as the acceptance and qualification authority for the navy.
Chief Technical Officer Munitions (1998 – 2000)
This appointment involved the management of the ammunition maintenance and production capability at the South African Naval Armament Depot as well as the advisory function on deteriorating ammunition, ammunition storage licensing and ammunition disposal.
Officer in Charge Quality Assurance - Inspector Naval Ordnance (1997 – 1998)

Projects

EXOCET Missile

This project involved the procurement, integration and testing of the EXOCET missile system in the South African Navy. The missile is currently in service in the navy.

ROGUE Close-in Weapon

The project included the development of a close-in weapon system for the defense of ships at close to medium range. The system is remotely operated and is installed on SA Naval vessels. The system has to my knowledge since been upgraded to a larger caliber.

UMKHONTO Missile Development

This project involved the development and integration of a vertical launch missile system for the South African Navy. The system is now in service in the navy and is being procured by other navies worldwide.

DPG Development

This project involved an attempt in converting a land service artiliary weapon to a maritime canon. The project was partially successful, but still has many glitches many years down the line

MGW Upgrade

This project involved the upgrade of the hydraulic medium caliber canon of the South African Navy to an electronic version so as to integrate with the newly aquired frigates now in service.

EMSA Somalia

I was the appointed project manager for the training of AMISOM troops in the field of IED to deploy into Mogadishu. This was a UN funded project and I was contracted by Mechem to launch the project.
