Responsible for implementing Land Reform in settlement support and the training of the communal property associations on basic administration skills.

Duties entailed project funding and stakeholder management as well as lobbying especially Provincial Government to integrate the office plans with key Provincial Government Programmes. , main duties were designing training programmes for district Social Workers and supervising the personnel located in the District Offices based at the Magistrate offices. During this period I initiated a community oriented radio talk back show with radio Thoho Ya Ndou, which was used as a forum for providing social development information to the community.
❖ Was promoted to the rank of Chief Social Worker in 1993, with the focus of the responsibilities being more strategic, it was during this period that I, together with Colleagues in the Department of Health, Pioneered the HIV/AIDS strategy for the Department, and got involved in exchange programmes and field study trips to learn more about HIV/AIDS, where after I participated in the team appointed to design a response strategy for the Social Work Profession.
