Maston Phiri is a policy and research professional dedicated to transformation agenda through policy development. He has more than four (4) years of experience in the public policy formulation, management, monitoring and evaluation, supported by strong research, analytical and writing skills. Having worked at a middle management level in the Public and Parastatal sector, Maston has developed strong conceptual, management and planning skills. He has organizational and working experience ranging from policy development, research, monitoring and evaluation to management of national programmes at governmental and private sector level.

Furthermore, Maston hold a Degree in Humanities from the University of Johannesburg, and has obtained two modules (Advanced Public Management and Governance Research Methodology & Advanced Public Human Resources and Management) at an Honours level in the same university.

Mr Phiri further has natural pleasant personality and relates well with people at all levels. He is currently continuing with his studies, having enrolled for a Monitoring and Evaluation Skills Course at Regenesys, and is has registered with Tshwane University of Technology for his M-Tech Degree in Public Administration with a Research Proposal focusing on “How are policies, guidelines and strategies for the management of the HCBC Programme in South Africa developed, reviewed and implemented: A case study of the national Department of Social Development”. His writing, communications and computer skills are of exceptional quality and he is able to work both within the team and independently, thus is able to work under pressure. He has travelled the country in all provinces and has developed strong networks within provincial and local spheres of government. Moreover, he has also travelled into Africa, from Zimbabwe to Malawi on his personal capacity in exploring the region.

Participate in the development and analysis of policies for the management of Home and Community Based Care (HCBC) and Support Programme; Participate in the reviewing of current policies and strategies on the HCBC Programme; Provide support in the facilitation of communication of policies through appropriate tools; Conduct research in relation to the HCBC Programme to inform policy review and development; Monitor policy implementation to ensure compliance; Attend and participate in policy related seminars, policy forums and conferences.

Assisted with the analysis, interpretation and application of legislations and regulations in order to ensure compliance with relevant policies and regulations; Conducted investigation into allegations of none compliance towards applicable policies and regulations; Conducted monitoring visits to Licensees to ensure compliance; Compiled compliance reports with recommendations for criminal prosecution of violations by licensees, licence exempt and non-licenced persons; Developed and managed Compliance Database for the Authority; Provided general legal support and advise to the Unit as required from time to time, particularly in relation to policy implications.
