Human Resources Manager

Portnet - Richards Bay

Transnet and Portnet earmarked the Port of Richards Bay to become the largest natural deep water port in Africa including bulk cargo terminals, container terminals, the largest dry dock and ship repair facility in Africa, etc. This was obviously done in competition with the newly elected government's plans to develop COEGA.

I joined the Port of Richards Bay's Executive Team in mid

Minister for Public Enterprises

as Human Resources Manager and a key member of the negotiations team in the bid to obtain approval and develop the Port to become the largest natural deep water port in Africa.

This included numerous meetings with the then Minister for Public Enterprises, late Minister Stella Sigcau, King Goodwill Zwelithini, the reigning King of the Zulu nation under the Traditional Leadership clause of South Africa's republican constitution, various Ministers of the then Kwa-Zulu Natal Government, including President Jacob Zuma, Sbu Ndebele, etc.

The rest on this matter is history today

- The following key accountabilities reported to me:

o Human Capital Management
o Payroll Management
o Training and Development
o Industrial Relations
o Employee Transport Management
o Risk Management
o Security Management
o Occupational Health Management

- With the port being 26km's in diameter and 60km's+ from the nearest township and many workers traveling from rural areas we experienced numerous challenges. The port also consisted of a highly political and traditional cultural workforce and numerous strikes and cultural issues were experienced during the period leading up to the 1994 elections and thereafter.

- Some of the highlights of my achievements with my team includes the following:

o Our fire brigade which were managed under Risk Management had a similar capacity than that of the municipality and acted as back-up to them in many instances. I managed to motivate a 4x4 Unimog Fire Engine to access difficult rural and dense bush areas.

o Absenteeism was also a major issue due to the government health clinics being in the rural area and employees staying away for 2-5 days for minor illnesses.

I developed and successfully motivated a business plan for the establishment in the port of one of the first fully operational Occupational Health Clinics in business in South Africa including Dr's, dentists, psychologists, occupational wellness nurses, social workers as well as a 4x4...

Group Industrial Relations Manager

Portnet

appointed their first Group Executive Human Resources Director who brought

Human Capital Management

- In 1989 Portnet appointed their first Group Executive Human Resources Director who brought a total new dynamism and philosophy to Human Capital Management.

- He restructured the Human Resources department and created a position at group level - Group Industrial Relations Manager

- I have already joined Portnet early in 1989 as Industrial Relations Senior Superintendent.

- I successfully applied for the position and at the young age of 24 in 1990 took up this very challenging position being accountable for all Industrial Relations matters in all 6 of the ports of South Africa and including Walvis Bay in Namibia.

- I moved to Cape Town for strategic reasons to manage the position from there reporting to the Group Executive Human Resources Director in Johannesburg. The various HR Managers in the ports reported with a dotted line to me.

- The following key accountabilities were part of my function:

o Strike, work stoppage resolution
o Industrial Relations Training
o Represented Portnet in Arbitrations
o Industrial Relations advice to HR Managers, Portnet Executive, Port Managers, Line Management
o Chief negotiator in the Portnet Chamber
o Member of the Transnet Chamber
(The late Prof. Nic Wiehahn was Chairman of both the above chambers)

- This was probably the most difficult challenging time of my career handling on a weekly basis industrial action in the various ports, negotiating for hours and till late at night resolutions, a lot of them in the mess and ablution facilities eating "pap" with the shop stewards. Some strike actions were gruesome with workers being killed, buildings burned down, etc.
I many nights travelled with police on busses to township areas to protect the workers.
I also exposed a Chinese mafia gang operating in the port of Cape Town involving workers who transported and offloaded illegal goods for them from containers. The Chinese gang and involved workers were all caught and jailed.
But, what I have learned during this time schooled...
