Born in Maputo, Mozambique on March 31st, 1964 and graduated B.Sc. in Telecommunications Engineering from Queen Mary University of London (formerly Queen Mary and Westfield College of the University of London) in 1993.
I started my career in Information and Communications Technologies in 1984 while working for ENH (National Hydrocarbons Company) where I was trained in operating an Apple III Computer and build up a Computerised Geological and Geophysical Database.
In 1987, while an Electronic Engineer student at the Eduardo Mondlane in Maputo, I joined the Press Office of the Ministry of Transport and Communications, where initially I was in charge of the Computer Desktop Publishing of the bi-lingual CORREDOR quarterly Magazine. This magazine was the first full-colour publication totally computer edited and produced in Mozambique dealing with issues on Transport and Communications in Mozambique and the SADC (Southern Africa Development Community), whose Transport and Communications Commission (SATCC) was Chaired, by the Mozambique Minister of Transport and Communications. In 1989 I became the Executive Editor of the CORREDOR magazine and Deputy Press Officer of the MTC.
By 1994, I joined FINAL – Financiamentos. Investimentos e Agenciamentos, Lda., where I was a managing partner in its subsidiary SNC – Projectos e Consultoria em Tecnologias de Informação, Lda, which offered services in Consulting, Design, Project Implementation, After-sales service of Information and Commun

I led a Team InfoTec in partnership with Dimension Data that designed and implemented a 4 Km Optical Fiber network using Lucent Switching Equipment and Technology as well has CISCO routing Technology. Cabling materials were supplied by Abbrdare Cabling.
