Typically the HR handles all the benefits for the company and the employees, including but not limited to enrolling eligible employees. The HR department also handles the complaints and compliments (if any) that are given by the employees. They are kinda like the moderator from the mangers to the employees. Our HR department also handels releasing the final check, due to no conflict is created when the employee comes to pick up said final check. I hope that is what you mean, because to be honest the only HR I know of is Human Resources.
