framework for statutory corporations, enterprise/ corporate entity start up.

Key contributions include:

• Law Revision Exercise for the Turks and Caicos Islands: a systematic revision of all the laws of the Islands enacted over a 10 year period up to August 2009.

• Motor Vehicles and Road Traffic Act Review for the Government of the Republic of
Trinidad and Tobago; prepared draft legislation to govern the licensing of motor vehicles.

• Drafted, reviewed or finalized various pieces of Legislation for the Government of Saint
Lucia such as the DNA Bill, Broadcasting Bill, Computer Crimes Bill, Data Protection Bill,
Electronic Transactions Bill, Evidence (Amendment) Bill, Mental Health Services Bill, Public
Hospital Board Bill and Public Service Commission Bill and Regulations.

• Drafted relevant amendments to existing law to alleviate discrimination in the legislation in relation to persons living with HIV/AIDS for five British Overseas territories namely Turks and Caicos Islands, British Virgin Islands, Anguilla, Cayman Islands and Montserrat under a DIFID Project.

• Established the Eastern Caribbean Copyright Licensing Association Inc (ECCLA) to protect the rights of authors and publishers.

• Drafted Rules of Procedure for the organs of the Eastern Caribbean Economic Union such as the OECS Authority, OECS Economic Affairs Council, OECS Council of Ministers, OECS
Assembly and the OECS Commission.

• Revised draft CARICOM model Anti-Discrimination Law which seeks to protect persons against discrimination on the grounds of their HIV status and sexual orientation; for adoption in PANCAP member states.

Drafted model harmonized legislation to, amongst other things, facilitate the development of a
single market and economy in the CARICOM member states, for adoption in the CARICOM

• Financial Institutions Bill for CARICOM Member States

• Model Plant Protection and E-Commerce Bills

• Model Competition Bill for OECS Member States

• Investment Code and Financial Services Agreement for CARICOM member states

• Facilitated the preparation of the Rules of Procedure for the Caribbean Court of Justice

• Finalised model family legislation under OECS family law reform project, for adoption in
OECS Member States as required, namely, Status of Children Act, Parentage Testing
Regulations, Domestic Violence Act, Child Care and Adoption of Children Bill and
Juvenile Justice Bill and facilitated the drafting of model legislation on Maintenance of
Children and Custody and Guardianship of Children.

Member of the management committee of the Eastern Caribbean Central Bank (ECCB) and was
primarily responsible for providing general legal advice to the Central Bank in the exercise of its
functions under the Eastern Caribbean Central Bank Agreement Act, 1983 and the uniform
Banking Act 1991 and evaluating the nature of the Central Bank's exposure to legal risks and ensuring that the interests of the Central Bank was protected. Representing the Central Bank at
external meetings and external committees when required. Also providing legal opinions for the information for the Board of Directors and the Monetary Council and facilitating the settlement of
matters before the courts.
