Establishing Youth Development as an Independent Sector is a Necessity
for Local Economic Development in Oudtshoorn.


According to the results of Census 2001, 18,1Million people are Youth between the ages of 14 to 35 years, 40.5% of the total population. Youth can thus be a powerful resource for Economic Development.

The National Youth Policy Consultative Conference held in March 2009, launched and finalized The Research Report on The State of Youth Work in South Africa, that clearly give direction to the process of professionalizing Youth Work and Developing a strong enabling environment for Youth Volunteering in the Public-and Private Sector as well as in Civil Society.

Project Scope
This Project Proposal addresses the need to Establish Youth Development as an Independent Sector in Oudtshoorn Municipality as Sustainable Solutions for Local Economic Development.

Research Objectives
1) Reduce Youth Unemployment in Oudtshoorn:
Establishment of a FET College that Specializes in Trades.

2) Skills Development and Training for The Employed Youth of Oudtshoorn:
Implementation of a Skills Development and Training Year Program at Oudtshoorn Municipality and All Companies doing business with Oudtshoorn Municipality, monitored by an Independent Committee.

3) Human and Social Development:
The Establishment of a Youth Development and Information Centre in Ward13, Springbok Road opposite The Alpha Centre for its Central Location that include the following:
- A Volunteer Awareness Constitution
- Indoor Sports facilities
- Internet and Printing facilities
- Information Centre
- Small Business Development Assistance Officials (Qualified & Competent)
- Youth Advisory Officials (Qualified & Competent)
- Legal Advise Officials (Qualified & Competent)
- Positive Recreation facilities
- Skills Development Projects examples Survival courses, Coach
Training, Arts and Crafts Training, Self Defence Training, First Aid Training
- Dance and Recording Studio.
- Supporting the Establishment of more Youth owned Small Businesses in Oudtshoorn.

Research approach
"Central to the education policy framework is the contention that a
high quality education sector cannot be build by government alone. It
depends on creative and dynamic partnerships between the public- and private
sector, civil society and international partners." (South African
Yearbook, page 175, Partnerships)

“In 2010, Eden District Municipality signed a memorandum of Understanding with the Development Bank of Southern Africa (DBSA) with regards to the Sustainable Infrastructure Operations & Maintenance Programme where Small Medium and Micro Enterprises (SMME’s) will be trained in Labour Intensive and Construction (LIC), Project Management and Business Management. Eden District was selected as one of 6 municipalities for the roll-out of a pilot project. The programme’s focus areas are aligned with government’s priority areas including improved service delivery, employment generation and poverty eradication."

•Education Infrastructure Budget
"In 1998, the Education Infrastructure Budget was R481 Million. In
2007, the Budget totalled R3.9 Billion (an Increase of 810%). It grew
to R5, 04 Billion in 2008/09 and will increase to R5,5 Billion in
2009/10 and R8,5 Billion in the 2011/12 financial year." (South Africa

•Non-Government Organizations and The Private Sector
"Government is working with NGOs and the private sector to expand relationships, particularly in the areas of education training, school improvement, Abet, ECD and FET, as well as evaluation, research and monitoring. The Private Sector is engaging increasingly in the provision of basic education by FUNDING FET initiatives, building schools in needy communities and supporting the provision of teaching and learning equipment." Project Deliverable's

This Project Propose the Establishment of Youth Development as an Independent Sector in the Oudtshoorn Municipality.
It shows that a FET College will provide Oudtshoorn with Skilled Youth and Entrepreneurs that will grow New Sustainable Small and Micro Enterprises with the Quality Assistance at the proposed Youth Development Centre.
As a dedicated Volunteer with a Passion for Youth Development and a Strong Believe that Youth Development is the Key to Local Economic Development and to gaining Economic Freedom in Oudtshoorn.
With all the Roll Players involved, I believe that the inclusion of this Research Proposal in The Integrated Development Planning (IDP) of Oudtshoorn Municipality will bring much needed Economic relieve to an Economic Stressed, Oudtshoorn Municipality.
