Contracts and Grants Manager

Family Health International (FHI 360)

From September 2012

Led in the administration and the management of two awards and thirty five sub awards to include contracts, grants and cooperative agreements
Monitored work flows and help develop and implement systems to provide sound management control over FHI 360’s compliance with award terms and conditions and FHI 360 policy.
Managed award work processes, including review and some negotiation of proposed award instruments
Developed templates and provided guidance, and identified training needs to ensure FHI 360 Contracts and Grants Management functions are consistent and compliant across the global organization.
Built capacities of subawardees and project management teams on the administration of the grant, the need to be compliant and on the consultancies recruitment and management process.
Interpreted and explained USAID funding regulations to subawardees and project management team.
Monitored and tracked project funds and performance with the subawardees by liquidating advances and entering financial reports in the subaward monitoring database.
Undertook field and site visits to subawardees locations to verify their compliance with the regulation of the subaward and to coach them in the execution of some of the functions under the subaward and developed appropriate implementing procedures to monitor the adherence to all such regulations.
Reported onto the US Government Federal Funding Accountancy and Transparency Act (FFATA) database for the monitoring of subawards under US Government funded project as part of fulfiling their requirement of the transparency act.
Designed and placed call for expression of interests by sub grantees, shortlist, perform pre-award assessment and engage the services of Sub awardees.
Supervised the finance and contracts and grants officer.
Participated in Senior Management Meetings as the head of department where senior management are advised of contracts and grants issues, compliance and ways to improve.


Grants and Contracts Management Manual

Designed and wrote up grants management manual and flow-charts for administration grant from USAID to subrecipients detailing the processes for selecting, pre-award assessment, review of reports, debarrment and terroism checks, modification of subagreement, terminations and close-outs among others.
It also outlines clearly the roles and responsibilities of all the project team as well as timelines for the review and approval of grants related reports.
There is a section on the kinds of subawarding instruments to use; Fixed Obligation Grant (FOG), Memorandum Of Understanding (MOU) and grant agreements { Cost Reimbursement Subagreements and Subcontracts, Fixed Fee Grants (FFG), Cost Plus Fixed Fee (CPFF), Firm Fixed Price (FFP), Cost Plus Percentage of Cost (CPPC), Grants Under Contracts (GUC) and Rapid Response Grant (RRG) mechanisms}.
