Fourteen (14) years of experience in various financial, grants and administration management capacities in four (4) international NGOs: PATH – Ghana, FHI 360 - Ghana, ACDI-VOCA – Ghana and CARE International. I also worked with 2 local NGOs in Ghana (Rural Media Network and the Market Access Promotion Network of OXFAM). Solicited for Subrecipients by advertising in the local newspapers for submission of Expression of Interest (EOI). Led the process for the screening of the EOI received. Selected and communicated to Subrecipients who met the selection criteria (reviewed their profile, legal status, location in relation to the project, capacity to cost shared/provide counterpart funding/matched funding). Administered a preaward assessment tool to determine their capacity to manage the subaward in terms of human and financial resources. Developed Grants and Subawards management and monitoring manuals. Drafted subaward agreement for review and approval by management. Developed flow-charts detailing the review, approval and payment of Subrecipients reports. Determine the appropriateness of the subaward mechanism (FOG, Cost Plus Firm Fixed Fee, Cost Reimbursement Subcontract etc). Prepared negotiations memorandum to document the following: process of engaging Subrecipients, the mechanism of subawarding, pipeline and cost analysis, certifying that the Subrecipients as well as its top executives are not debarred, suspended or declared terrorist when it comes to the implementation of the particular project. Monitored the technical, financial and daily operations of the Subrecipients and tracked their financial reports in a database. Built the infrastructure, institutional and human capacity of Subrecipients as well as the capacities of program staff in the implementation of the project. Provided technical support to Subrecipients, program staff and management of the project. Negotiated with donors on the terms of the prime award. Demonstrated experience in the application of various donor regulations such as DFID, USAID and DANIDA among others. Reported regular on FFATA to the US government database on aid transparency. Led in the administration and the management of awards and sub awards to include contracts, grants and cooperative agreements, monitored work flows and help develop and implement systems to provide sound management control over FHI 360’s compliance with award terms and conditions and FHI 360 policy. Managed all Prime Award work processes, including review and some negotiation of proposed award instruments, developed templates, provide guidance and identify training needs to ensure FHI 360 Contracts and Grants Management functions are consistent and compliant across the global organization, interpreted funding regulations and developed the appropriate implementing procedures to monitor the adherence to such regulations. Coordinated the development and implementation of procedures for projects to ensure that adequate records and audit trails are maintained, collaborated with the USAID funded project directors to draft Contracts and Grants documents, and provided general communications to the field on such matters, designed, called for expression of interests by sub grantees, shortlisted, performed pre-award assessment and engaged the services of sub awardees, supervised the finance and contracts and grants officer. And designed a country office management manual for internal controls, subaward management, procurement including consultancies.

PATH - Ghana
Oversees grant engagement process, disbursement of grant funds and monitor compliance for the Making Every Baby Count Initiative in Ghana being implemented by PATH through GHS national headquarters in Accra and regional directorate (Brong Ahafo, Eastern, Volta and Ashanti) by establishing subagreements with the Ghana Health Service (GHS). I work closely with finance staff of GHS to develop, manage, and report efficient on their performance. Organized trainings and capacity building exercises to share experiences and lessons learnt in the management of the funds.
