I served the Police Department for 35 years and rose up to the rank of Senior Deputy Inspector-General having joined as an ASP. I worked tirelessly to bring the Police closer to the People as I did in Jaffna Police Division in 1979 by introducing a Community Policing Strategy and using it to good effect in controlling riots and mob violence in the Eastern and Southern Ranges. My book titled 'Policing Sri Lanka: A Vision Beyond a Colonial Model' is based on this experience. My reform orientation prompted me to introduce Systems into the Logistics Range supported whole heartedly by late Mr. Cyril Herath, the then IGP.

I stood for Rule of Law, justice and fair-play against many odds & hardships and paid dearly for 'going by the book'. But I can look back on those days now with great satisfaction. All in all, Police was a great experience that one can relish over and over again.

Whilst being in the Police I had the opportunity to develop my self by acquiring several Postgraduate Degrees to my credit culminating in a PhD. I have used this knowledge to bring value to the efficiency and effectiveness of the Department contributing in several ways to improve the management role of the Police in administration, Inspection & Review ,Community Policing etc.

Private Sector experience was not that long but still rewarding. I have great satisfaction in serving the student population as a University academic and a Training Management professional whilst serving the Private Sector.




My research experience was gained by writing thesis / dissertation for Masters in Public Administration (University of Sri Jayawardenapura - PIM), MSc in Administration of Justice (University of Southern Illinois) and PhD in Criminology (USJ) & IPID.

Work History

Freelance Management Consultant


From November 2014

I joined the Institute in 2010 as an Assistant Director Training and later took over as Director Training and was in-charge of the Training Directorate with around 50 visiting Faculty and a student population over 1000. I held this position until December, 2013 when I relinquished my position and took over as a Consultant in Training for the Institute.

As Director Training I have brought many incremental changes within the limits of my authority including ISO procedure and added value to the overall quality of the Products of the Institute. I pioneered the designing of the Research Module of the GDPSCM Course with support of several colleagues and laid the foundation for carrying out the project effectively. The book titled ' A Handbook of Research Guidelines' was written & published in support of the project.

End of October, 2014 I will be relinquishing all my responsibilities with the Institute and will be free to do my own bidding.

I was the pioneering Director Administration / Registrar at the Institute and was in-charge of the management of Non-Academic Affairs. IICS worked in collaboration with the Metropolitan University, UK.

I joined the Police Department direct as an Assistant Superintendent of Police (ASP) in 1963 after passing out from the University of Peradeniya.

As ASP I served many Police Districts before being promoted. On promotion to the rank of Senior Supdt. of Police I was in-charge of several Police Division of which Jaffna Division was the most significant for there I carried out a Police Community Project very successfully and won many kudos from many quarters. This was the turning point in my career. Following on this experience I campaigned for propagating this concept and showed its effectiveness in riot control and control of mob-violence both in the Eastern Range and the Southern Range as Deputy Inspector - General (DIG) in-charge of these two Territorial Police Ranges.
Later I used this experience for my PhD thesis and it is now published in book form (2003, Vishwalekha, Publications) titled 'Policing Sri Lanka: A Vision Beyond the Colonial Model"
I was in-charge of the Functional Police Ranges of Logistics and Personnel as well. In the Logistics Range I carried out extensive reforms, building Systems. Both the Jaffna experience and the reforms carried out in the Logistics Range were very rewarding. Police Career was very risky but a challenging one.

Private Sector was a different learning experience. Having being exposed to the Private Sector as well I feel satisfied that I have had the benefit of both (Public and Private Sector) worlds and thoroughly enjoyed both.
