Decsi, Karol: New Public Management in terms of staff Austrian Federal Ministry for Education, Arts and Culture. PhD thesis, Comenius University in Bratislava, Faculty of Social and Economic Sciences, Institute of Public Policy and Economics, trainer: prof. Dr. Ludmila Malíková, PhD., 2013.

PhD thesis deals with the analysis of one dimension of research in the field of public administration - with personnel management - the Austrian Federal Ministry for Education, Arts and Culture (Bundesministerium für Unterricht, Kunst und Kultur, BMUKK). Based on knowledge of organizational theory, the author relates the components of traditional bureaucracy with the components of the new public management. So it is possible to capture the attitudes of officials on topics such as learning within the organization, functions and career in the Ministry of education, training, job satisfaction, communication with administrative work, etc. Research hypotheses strays from stereotypes that prevail in the scientific literature and confirm the fact that the employees in terms of new public management are positively inclined to the reform of public administration. It also confirms the fact that the leadership style of superiors should be directed to the employee and the job. The work includes theoretical (organizational theory) and empirical part (organizational analysis). The organizational analysis is given a defined subdimensions. The result is a synthesis of these areas and creates new prospects for bureaucratic practice.

Diploma thesis

The politics scientific administration research places a boundary zone to other scientific disciplines – above all out of the business administration and the law sciences. The politics scientific administration researchers observe and describe the processes in the administration and even in addition the relations of the administration that is in politically-social background. Stimuli out of other disciplines – above all out of the management apprenticeship – represent essential focus points for an efficient further development of the administration. The draft of New Public Management (NPM), as a new control model in the public administration, establishes the “modern public administration” also in Austria and is well known as a method in the context of the Austrian administration reform. Through the use of information and
communication technology (ICT), it is tried in the Austrian administration to enable the extensions of the NPM. Because the ICT offers faster and more comfortable communication, it is above all used in the area of the E-Government – it concerns at the same time external portals for citizen e.g. ”Finance Online” or the draft of the Austrian citizen card which contribute to “more closeness to citizens”, and even also in the internal administration area the “electronic act” which is used to the acceleration of the business processes within the alliance. By means of “electronic acts”, a large storage emerges at knowledge, which is stored in electronic form. This internal “service knowledge” should have to be saved and stored in order to be able to pull possible evaluations and/or insights from that, what belongs under the tasks of knowledge management, (cue: process-oriented knowledge management).
