I am a Registered Civil Engineer with over 17 years working experience gained in Kenya and Southern Sudan. I hold a Master’s Degree in Project Planning and Management and I am currently pursuing a Master of Science Degree in Civil Engineering (Transportation Planning) at Nairobi University. I am a Corporate Member of the Institution of Engineers of Kenya and the Engineers Chapter of the Architectural Association of Kenya. I have successfully undertaken several design and construction supervision projects working in various positions of responsibility. I am currently the Resident Engineer on the KShs 2.5 Billion General Waruinge and Eastleigh First Avenue roads project in Nairobi. I am also doubling as the Project Director for the upgrading and Automation of the Mariakani and Athi River weighbridges.

Eng Otwani is currently the Resident Engineer on the 2.5 billion Kenya Shilling Eastleigh First Avenue and General Waruinge roads project in the Eastlands area of Nairobi. The project involves upgrading of both project roads from 7m wide two lane single carriageways to 24m wide 4 lane dual carriageways complete with walkways, cycle tracks and street lighting. The project also involves relocation of the dense network of utility services such as sewer lines, water lines, power lines and data cable lines as well as removal of numerous encroachments on the road reserve to free the 30m road corridor for road works.

During this period, Eng Otwani was seconded to Kensetsu Kaihatsu Consulting Engineers in JV with Payii Roads and Bridges Company, the pioneer and leading indigenous road construction firm in South Sudan, as the Project Manager on the 10.5 million dollar Lainya - Jambo road project also charged with the responsibility of providing technical capacity building in the areas of construction quality control and contract management. His key responsibilities included development and enforcement of a construction quality control regime including overall superintendence of site laboratory activities, measurement of completed works and preparation of payment certificates, dealing with all contractual correspondence and related issues on the project, preparation of monthly reports and minutes of site meetings, advising the contractor on utilization of his plant and personnel for optimum production, preparation of programmes of work and weekly work schedules.
He also doubled as the Project Manager for Payii Roads and Bridges Company on the Bandami bridge project implemented by the United Nations Office for Project Services.

Preliminary and Detailed Engineering Design Review of the 145 Km Suna - Kehancha - Ngorengore road project. On this project, Otwani carried out traffic survey and was involved in the preliminary design of the horizontal and vertical alignment.

During this period, Otwani was based at the Wanjohi Consulting Engineers head office, Nairobi. His key responsibilities included assessment of contractual claims, inspection of outstanding and remedial works carried out during the Defects Liability Period, processing of the Final Payment Certificate and preparation of Project Completion Reports for the Katumani - Wote and Busia - Mumias road projects.
He was also in charge of preparation of financial and technical proposals for consultancy services.

Assistant Materials Engineer

Eng Otwani was deployed as an Assistant Materials Engineer on the Detailed Design Review of the 100 Km Emali - Oloitokitok road. He coordinated the activities of the materials investigation team and carried out the following tasks:
* Review of suitability and adequacy of designated sources of volcanic and calcareous gravel for the cement/lime improved sub base layer.
* Review of suitability and adequacy of designated sources of rock for construction of a graded crushed stone base layer, aggregates for surfacing and concrete.
* Evaluation of designated sources of water and sand for construction.
* Evaluation of suitability of alignment soils for use as general fill and subgrade.
* Pavement design review.
* Also involved in geometric design review and preparation of project cost estimate.

Design Engineer

Eng Otwani worked as a Design Engineer coordinating design of rehabilitation works for the Mayoni - Mumias and Mayoni - Bungoma sections of road C33; design of the Busia static weighbridge/heavy vehicle park as a variation to the main contract. The scope of works included:
* Pavement condition survey
* Topographical survey.
* Traffic survey.
* Materials investigation and pavement design review.
* Evaluation of adequacy of existing drainage structures.
* Geometric design review
* Preparation of Bills of Quantities & Cost Estimate for the proposed works.

Assistant Resident Engineer

Busia - Mumias Road project
Eng Otwani was responsible for the design review and contract administration; coordinating implementation of the Contract as per the FIDIC III conditions of contract, controlling the quality of construction materials and workmanship as stipulated in the Standard Specifications, evaluating the contractor's performance against the approved programme of work and advising him on areas that need improvement in order to achieve programmed targets as well as updating the Employer and Financiers on the progress of work and the project's financial status; in close liaison with the Resident Engineer. Main responsibilities included: -
* Measurement of work done and checking of Interim Payment Certificates presented by the Contractor.
* Evaluation of the Contractor's claims for extension of time and advising the Employer appropriately.
* Evaluation of the condition of the previously laid Asphaltic Concrete surfacing and recommending appropriate remedial measures to defective sections.
* Evaluating the contractor's performance against the approved programme of works and advising the Employer and Financiers on the progress of work through monthly and quarterly progress reports.
* Evaluating adequacy of the contractor's plant and equipment on site and advising on appropriate measures to enhance progress of work that the proposed resources were adequate and the sequence of activities acceptable.
* Quality control - ensuring that all work is carried out in accordance with the drawings and strictly within the specifications.

Assistant Drainage/Structural Engineer

May 1999 - October 2000

Katumani - Wote Road: Construction Supervision of 72 Km of road to bitumen standard; Eng Otwani carried out the following tasks: -
* Co-ordination and management of day-to-day supervision activities of the structures department.
* Review of structural drawings and preparation of bar bending schedules for 20 No. single, double and triple box culverts and the 40m three spans Muinga river bridge.
* Construction supervision of the 40m three spans Muinga river bridge, 22 box culverts, over 300 pipe culverts and minor drainage structures. This involved field inspection of reinforcement, formwork, batching, mixing, casting and compaction of concrete.
* Design of box culverts and minor drainage structures
* Measurement of quantities of work done and checking of structural quantities in IPCs.
* Design of concrete mixes class 15/20, 20/20, 25/20 and 30/20.
* Quality control testing of aggregates and compliance tests on cement and reinforcement.
* Taking of slump tests and preparation of concrete cubes for compressive strength tests.
* Supervised construction of gabion boxes and mattresses.

Immediately upon completion of his degree course, Otwani joined Wanjohi Consulting Engineers and was deployed as an Assistant Engineer on the Busia - Mimias road project. The main tasks assigned to him included inspection and quality control testing of earthworks, pavement layers and structural concrete works, investigation of additional material sites for use in the cement improved base layer / lime improved sub-base layer, preparation of laboratory design mixes for the asphaltic concrete surfacing and structural concrete works, preparation of monthly and quarterly progress reports, design of informatory traffic signs and road markings.
