Serving the courts of Detroit in various positions since 1990, Judge Richard B. Halloran has been elected to the Wayne County Circuit Court three times since 1998. He previously served as a magistrate and then as a judge in the 36th District Court in Detroit. Judge Richard B. Halloran has devoted much of his career to fighting domestic violence.
In the early 1990s, Judge Halloran helped develop the 36th District Court's Domestic Violence Docket, while also serving as co-chair of the Wayne County Coordinating Council to Prevent Domestic Violence. He strongly supported Michigan's 1994 laws that codified Personal Protection Orders. As a Circuit Court Judge, he managed the Personal Protection Docket for five years, issuing hundreds of protection orders per month. His more recent judicial work in the Family Division of the Circuit Court includes divorce, child support, and custody cases, but he remains active in the Solution Oriented Domestic Violence Prevention Court. The latter court was initiated in 2010 through a grant Judge Halloran obtained for the Circuit Court from the Justice Department.
Through his own studies, Judge Richard B. Halloran has realized that domestic abuse is very complicated and that recognizing how it can affect the behavior of individuals in court is crucial to judicial understanding of cases. Pointing out that the Michigan State Court Administrators Office requires mediators and arbitrators to receive four hours of training about domestic violence, he argues that at least eight hours of such training should also be required of judges. Judge Halloran sees such training as a key component in using the legal system to protect victims and reduce domestic violence in Michigan.
