The Provincial Programme Manager has initiated and managed the development of 166 Victim Support Rooms at 172 Schemes in the Western Cape that supported 20 883 victims in 2004. The service was rendered by 2007 volunteers. Other functions entail:

• Liaising with sponsors and stakeholders to facilitate buy in and commitment to the programme
• Developing implementation strategies in partnership with structures
• Establishing effective governance structures and processes to provide strategic direction, monitor implementation and align the programme with government priorities
• Conducting training
• Establishing and managing a network of service providers to assist with the training and supervision of volunteers
• Budgeting, fundraising and financial management
• Monitoring, evaluating and reporting progress
