The suitability of conversation will depend on a number of factors, which include locality of neighbouring properties, local planning constraints, and existing garage dimensions and construction.

The first stage will be to establish your scope of works and what your preferred design entails.
This would be followed by local planning research (pre-application advice may be required) and a site inspection.
Should it be deemed suitable for conversion then drawings would be required, and depending on the extent of work a structural engineer should be consulted.
Following preparation of the design, an application would be sent to the local authority to obtain planning approval.
Once approval has been obtained it will then be necessary to prepare a schedule of works so competitive tenders can be obtained, however you may want to start this process earlier, while you wait for planning approval.
Building Control will also have to be appointed, so a compliance certificate can be issued upon completion of the work.
