I can tell most of the garage are suitable to convert to habitable room. And no need for planning permission as in internal alteration only. But it should be apply for building control application.
Sometimes it depend on site condition, if removal of load bearing wall, we will advice to provide a steel beam to support the first floor wall and the roof

First of, all of course building permission. After getting this, you can start your construction.
The drawing should be display on the wall where's the construction site is, so that from time to time the builder monitored the works in progress and even the owner of the house.
Props as much as possible the upper floor wall to avoid crash/ fall down prior ti demolition.
Digging a trial whole of the existing strip footing to know the capacity of the foundstion, if there is new cavity wall construction.
The builder should be double check the area, if there is manhole or drainage or water pipe below. If there is, should be relocated sewer pipe and notify the Thames water/suffolk and apply for the application needed
As the construction in progress, the contractor shall always ask the Client if he/she happy for the work done stages by stages. As long as both party are happy, job done.
This what exactly happening in actual situation during construction.

Basically, most of the Client wants to convert their roof space to a bedrooms with toilet or en-suit depending the existing ridge height (should be minimum of 2.0m as the rules stated) and size of the roof.

First of all, prior to start the work. Survey the existing ridge height of the roof from the existing ceiling joist to the bottom of existing ridge, if is it enough headroom to accommodate the proposed loft. If more than 2.0m height is no problem, you will continue the works, but if less than 2.0m is a big problem. You think you can not continue your proposal? No, this is not the end of the day, still we a solution there, we can lower the roof a bit, so that, you can achieve the 2.0m minimum height according to the policy rules of any council.
Then the first stage start:
Proper survey the whole roof if there is an existing chimney or other things inside the roof like for example small water tank. The Architectural Services enter, after finishing the measuring dimension.
Start the drawing process, submit to Client approval for finalization before submitting the Building Notice Application to building control for approval.
Now, second stage coming:
After getting or receiving the validation and acknowledgement letter from the council and if stated their "after 48 hours you can start the works".
Now you can start your construction, but before the builder prior to start, bear in mind that the contractor double check all the dimensions shown in the drawing, if there is a discrepancy report to the Architect/Engineer immediately, so that nobody blame in the future.
As long as the construction continue, the building control officer coming to check the works of the builder before the job go a head. If the building control officer is happy and agreed what the works done on site, is no problem, really.
Your Completion Certificate issued to you by Building Controled fully signed.
