At the beginning, I had no idea what to expect. Eddie seemed straightforward and dry. It took a couple of months to get the plans. Later I would find out, he didn’t include me in any design decision making whatsoever, which he could’ve, and which later on became a complete hassle trying to address. The plans were needlessly, over engineered (words from the inspector himself) with the sole purpose of them charging additional fees in the construction phase, for review and reports from his engineers. Everyone was rude, dry, and offered no help without additional fees. Once Eddie completed his “design” part he became completely unresponsive and unavailable to any additional questions; which by the way, all (if they had been answered) would’ve been for an additional fee, even if they were related to his design. My experience with this VDLR and Eddie, started with high hopes but I ended up realizing they are completely unprofessional, unresponsive, overpriced and greedy. please review our correspondence on the email thread from 8/28/22. On that email, it clearly shows how my team and I were very responsive and expeditious of your plans given how bad your situation was - along with asking you to review/approve the floor plan/colors and then the complete set of plans before we submitted them into the city. We asked you twice to review the design/construction plans and you had no comments or requests for clarification - at all during the design phase. Your intent was for us to complete your set of plans and submit them into the city as fast as possible so that the inspectors and the neighbors would stop harassing you for the illegal construction activities you did and for code violations. Your oversight and lack of engagement - is to no fault of our own. We saw you were in such a bad situation that we helped get the plans approved in a VERY timely manner using the over the counter plan check process which only took us 2 months to get approved (FAST in the Los Angeles permitting world). Given how bad the structure was from your previous unpermitted work using unlicensed general contractors - the engineer had to add a lot of new structure to reinforce all the structural walls your unlicensed workers demolished so as to satisfy the plan checker and the code calculations - he had to add many beams and posts/pads to make up for what you removed. I clearly made you aware of this during the engineering process in the email dated 9/9/22 - of which you repeatedly responded everything looks great on multiple emails. Regarding the structural engineer, none of us has control over his decisions - unfortunately. His stamp is on the engineering plans and he would rather have an overengineered duplex than an under-engineered structure that will fail in the next earthquake. My contract also stated (item #7) that the construction administration phase would be an additional cost - including the structural observations. I know you are not the most familiar with the design/engineering/permitting process but we delivered on our promise for a quick approval of the plans - while coordinating with you throughout the process. With this in mind, I kindly ask you to consider removing the review immediately.

If there is a bus stop near by, you won’t have to provide additional parking spaces for the ADU - only 2 for the existing home. Also, most garages on flat land can be converted, but not most lots on hillsides. There’s a few exceptions for hillside lots. Starting in January 2020, you will actually be able to build 2 ADUs on your single family home property as well. It’s a great benefit to homeowners that want to build cash flow income properties.

First step is to consult with a designer or architect. They will be able to tell you if your property meets the qualifications to add an ADU. Second step is to hire the designer/architect and get plans/blueprints drawn to meet all applicable codes. Next, is submit plans to city for plan check. Thereafter, address any city corrections and then get plans stamped/approved and then owner pulls building permits. Thereafter, it’s happy building time and on to construction.
