Many things can disqualify garage from being fully converted . Main thing will be fire regulations compliance ,than impact on neighbourhood . In 95% cases ,every garage can be converted . However some conversions can be very tricky and expensive .In result not worth doing at all.

Floor insulation is essential ! In some cases garage floor can be insulated on top of current concrete floor and boarded or with screed on top. In many cases current concrete floor must be removed together with 400mm whatever is underneath .To allow for new compacted base new 100mm concrete slab 100mm (min) of insulation and 75mm screed .

If garage front wall needs to be bricked up (replacing current garage door) than footings must be created ideally 1m in depth .
If current walls are cavity than great , but if not than all external walls must be converted to insulated cavity by either bricking up using block work or timber framing .

In many cases services as gas meter or electric meter are inside garage . Not always but in 70% cases ,meters will need to be relocated/removed to outside.

Fire escape door or window its a must in every conversion!

Different roofs will require different type of insulation .Type and thickness will be determined by QF value that must me achieved on completion .

Every loft can be converted if head hight after conversion is roughly 2.2m (ideally more)

Rsj steel installation to allow for independent loft floor suspension .
New staircase creation (must be fully fire rated minimum 30 min )
Full roof insulation (latest regulations allow for 150mm not less) allowing foe air circulation 50mm
In Many cases doubling up current rafters is required.
If conversion can be done without removing current roof tile and old type underlay felt stays in place ,than roof must be full ventilated . Few different ways are available to achieve this .
