It depends on the foundations and the thickness of the walls.

It depends on the height inside. However remember some of this height could be lost to the floor if your joists are only 150s. You may have to install 200s.

Initial plan by architect, submission to planning, after possible alterations you will gain planning permission. Then the architect makes detailed plans. These are presented to planning again and if they pass you get a building warrant. Until you have this, although you may have planning permission you should not start work. You then build as per the plans. You have checks from your architect to ensure work is carried out to standards. Taking lots of pictures is a good idea. Then at the end you will need an electricity completion certificate and possibly heating. Every job is different, but as long as all ok you then receive your completion certificate.
