As long as the walls are solid and it is attached to the house it should be fine to convert. Essentially anything is possible with building, so any garage can be converted, it depends on the customers budget

Blocking up garage door (with new dpc), installing stud wall for insulation, first fix electrics and plumbing, insulating floor and levelling to existing house floor. Possibly installing new windows Boarding, plastering, decorating, second fix electrics and plumbing.

It makes it easier if the roof is not trussed and there suitable headroom already in place but again there are ways around every problem. It is good to think about the placement of staircases before converting a loft as in most cases it will mean losing a room, or part of a room on the floor below.

Reinforcement of existing ceiling joists to become floor joists, widening roof hoist to take insulation and leave a gap for air movement behind, cut out any Velux window frames, fit the stairs.
First fix all electrics and plumbing, fit the floor boards, make stud walls and then board and plaster. Then second fix amd decorate, finally fit flooring
