How can someone tell if their Garage is suitable for conversion?
For a garage to be suitable for conversion to a 'habitable ' room it would need : to have adequate foundation /slab depth, be of brick/ block construction with means to add an external skin to create a cavity. And roof rafters (either pitch or flat) and an internal head height to meet building regs and allow insulation to current minimum levels

Inform local planning / building control departments of the proposal, provide details and obtain outline approval. engage structural engineer to confirm adequacy of foundation details etc. empty garage
create cavity walling and carry out all building works to the external walls bringing all insulation and damp courses up to meet requirements.
Ditto the roof. install all dividing internal walls allowing for all services .
Carry out external and internal finishing works, electrical, plastering, decoration.
How can someone tell if their loft is suitable for conversion?
Lofts as you know can be of cut/pitch design or more modern trussed type. The later being unsuitable without complete renewal of timbers.
And the head height to ridge will need to meet current building regs.
